It depends sometimes you will have access but you will not be allowed to
make any changes, but they may also ask you to configure the FR Switch.
It's very simple to configure a FR Switch so why leave any doubts just
do it.

Remember you may have to create a frame relay switch as frame relay is
part of the blueprint.
