ISIS hello timers

Gooday

I have a question I wish to check with you experts. Have 2 routers directly
connected. What could cause the hold-timer to jump way above the maximum

Lets say my hello timer is set 3s and holding multiplier to 4 . So holding
timer =4x3=12s

 encapsulation ppp
  isis circuit-type level-2-only
 isis hello-multiplier 4
 isis hello-interval 3

R2

 encapsulation ppp

 isis hello-multiplier 4
 isis hello-interval 3
!
