Michael,
I was always under the impression that a DLCI configured on the frame switch
is associated with the frame relay DTEs physical interface. This is learnt via
LMI by default. If no DLCI was associated dynamically then reachability
wouldn't be possible, but in this case it is, there is L3 to L2 mapping and
the PVC shows as "Active (EEK UP)?
I'm not sure I am following what you are trying to say?
