you an try bandwidth percent or priority percent commands , but all
the classes in the policy map must use bandwidth percent or priority
percent for reservations , this command reserves a percentage of
available bandwidth based on what you specify.
For your second question ,it is important to know that bandwidth and
priority commands are used to implement queuing mechanisms and queuing
mechanisms are used in times of congestion , see the link below for
differences between the two commands
