Bandwidth guarantee for less than 8kbps

Hi,

Using the "*bandwidth"* or "*priority"* command the minimum bandwidth that
we can reserve is "8kbps". I was wondering if in a situation lets say that
we have to reserve "5kbps", is there a way to do that?

Also, I am always confused if a question is asking for "bandwidth or
priority" command to be applied. Can you people tell me the key words that I
should look in the problem statement to avoid any confusion between the two?
