I probably didn't clarify my statement well enough.to try to get your CCIE
you do not need to have a CCNA or CCNP, you just have to pass the written
exam. The understanding required to pass the written and lab, however, is
greatly augmented by mastering the topics at the CCNA/CCNP level.

CCxP certifications DO require the underlying Associate level certification
or an active CCIE as a prerequisite.
