Dear Marko,
 
I don't have a clear point about it,but i think if we can create Interface VLan and do something like IRB between the end and do something like IP SLA to Track the Link and if its down try to tear down the interface.
 
For your solution,how can PPPOE help me over the PVC as this will Require PPP Authentication and these issues between PE and CE side,however we have CE is not able to be configured with this and if it's ok and they will give us the ability to do that,
 
how PPPOE with Keepalives will shut down or close The Layer 2 VPN Interface at PE Side?Can you explain it More?
