As Tyson says the customer should take care of load balancing the traffic.
Signaling will tear down the far end circuit when the local circuit goes
down. But, in order to guarantee that the two L2 circuits do not traverse
the same core interfaces you may want to look at TE for the PE to PE path.
Then you can put the primary over one path and the secondary over a second
to guarantee no intermediate loss terminates both circuits. Since both
circuits are connected to the same PE it appears, you are primarily
protecting the last mile.
