You are trying to perform the role of the CE in this. The CE needs to do
OAM between CE locations and make routing decisions based on the best path,
This is not the role of the provider in this scenario to decide how to
forward traffic over the two paths. That is the role of the customer.

Dear All,
Yes thats True and CE want Us To Provide Him with Another Layer 2 circuit so
that in this case CE will be Connected to our PE1 with 2 Layer 2 Circuits on
Separate 2 ATM interfaces on PE1 router and For Sure our PE1 will have
xconnect to the other End PE2.
In My scenario,I'm talking about the Layer 2 circuit,How I can Detect if the
ATM Layer 2 Circuit between PE and CE is UP or Down,
and if it's Down,how can i provision the Other Layer 2 Circuit to be used
For AToM Layer 2 VPN,and if both up how load balance and load sharing will
be down.
Its similar to the case when having 2 static Route under VRF with Tracking
IP SLA but this for LAyer 3 customer which is Using Routing not LAyer 2 vpn
:) ---------- I said this as an example Just to clear my point :D
