It means if you actually do the things that you and your boss agree
you need you do to reach your goals, you are ELIGIBLE to be paid a
bonus of UP TO but NOT EXCEEDING 250,000 per year (paid quarterly,
probably a variable amount each time). Some of the goals you might set
yourself, and others might be set for you.
There are probably a whole bunch of terms and conditions around
payment of bonuses so you should ask as many questions as you need to
to feel comfortable with the proposed arrangement, accepting that
there might always be a risk of you not achieving your personal goals
(for whatever reason) and/or a risk of the company as a whole not
reaching its goals -- most of the time the plebs don't get a bonuses
if the company isn't doing well.
