DHCP Server - Default-router List

Hello,
Just a quick question regarding IOS DHCP server and the default-router list.

If I have a pool that specifies multiple default routers, but what I don't
understand is how does the client pick one of the other?

Sample config below.

Rack1R1#sh run | s pool
ip dhcp pool TEST
   network 155.1.146.0 255.255.255.0
   default-router 155.1.146.10 155.1.146.1
   dns-server 155.1.146.1

Based on this the client takes the first IP address for default router, even
if that router is not reachable it does not failover.

Does anyone know how you could use the two IP addresses and how does the
client switch between them?
