If you're terminating the tunnels onto the ASA and not running GRE, you can provide priority preference to the voice traffic. As Tyson has more than hinted, you're not terminating GRE on the ASA, just like you wouldn't be running LDP on it or VRF-Lite. The ASA does support rate limiting and prioritization, but when you start configuring it you'll realize it's clearly not designed for this purpose.

The ASA is not capable of marking or policy routing traffic. You need to do this on the routers that are obviously on both sides of the ASA.
