How much RAM is consumed per router? You might be over your process
limit; I think the process limit for windows is 2GB. So if you run 8
routers @256 MB, I'm pretty sure you're over the (windows) limit.
Personally I run the routers on (virtual) Ubuntu, which has a 3gb
limit, divided over 2 dynamips instances (14 total). I'm not a linux
expert, but getting dynamips to run on ubuntu is quite easy.

However, it should work for 14 routers as well if you build multiple
processes or decrease RAM usage per router vm.

Also, you might want to play around with sparse-memory options
(described in the dynamips manual).
