Jack,
I think that what they mean is that both shaping and policing restrict the
overall output rate, of the all traffic, to a certain value. They don't
provide any certain guarantees to specific classes of traffic on their own -
it is the queuing mechanism which is responsible for this. For example, you
could use CBWFQ/LLQ inside the shaping queue to provide some
bandwidth/priority treatment.
