There are Gold partners that are not 'first tier' partners to Cisco,
so they do have to order through distribution. The difference between
Gold and Silver discounts may be less than the distribution margin.
Moreover, there are Silver partners that have or used to have 'first
tier' contracts. And it's not only the discount to hardware boxes and
the distribution channel that matters, there are also some support
service discounts involved, which are priced by other metrics. Those
services are mandatory to be attached by 'first tier' partners, so
it's not always an advantage.
Anyway, the default discount, based on certification level, means
nothing these days IMHO. Cisco may give better discounts to partners,
regardless the certification level, say if the partner has a tight
relationship with its customer (I suppose this may be different in
other regions, but not in mine). Within your ecosystem you may have
'managed service' partners (ISPs) that get even better default
discounts than Gold partners, if they sell, err rent, customer
premises equipment bundled with their services (and there is no limit
to what is considered a CPE).
Bottom line, it's a wild wild world...
P.S. Yes, the discount may be substantial.
