That temperature is high, especially if it is sitting at 70c with no load. I
have Intel q6600 which is pretty old now but that runs at 35c with an after
market cooler.
Even with the stock Intel heatsink would expect temperatures around the
50-60c mark. I would check the mainboard and ensure the CPU cooler
is mounted correctly, make sure it is fully covering the processor.
Sometimes one side of the heatsink isn't pressed all the way down which can
cause high temps.
