I can't determin from the debug if the peering is initiated from the device
that should be passive or not.
*Sep 13 00:44:05.557: BGP: 192.13.46.10 passive open to 192.13.46.6

*Sep 13 00:44:05.561: BGP: 192.13.46.10 passive rcv message type 1, length

*Sep 13 00:44:05.561: BGP: ses global 192.13.46.10 (0x4A2BA834:0) pas
Receive OPEN
*Sep 13 00:44:05.561: BGP: 192.13.46.10 passive rcv OPEN, version 4,
holdtime 180 seconds
*Sep 13 00:44:05.561: BGP: 192.13.46.10 passive rcv OPEN w/ OPTION parameter

192.13.46.6 is configured with neigh 192.16.46.10 transport connection-mode
passive
192.13.46.10 is only configured with a peering command.
So the passive command must go on the device you do not want to initiate the
peering. Right?
