What is ur base udp port? The default is 10000. Change that value. My guess
is you've got another process using that port.

I am trying to make it work in Windows 7. Is there something am missing.

If I don't change the "dynamips-start.cmd" as stated in the tutorial video
the dynamips server loads. But below is what is in the file

Any hint appreciated. Still trying but getting nowhere so far.
