One more thing... I ran into this issue at the place I used to work and it never would have occurred to me until I figured out what was happening.

If you have multiple APs and several floors, make sure you are associating with the closet one. The problem I was having was people were associating with the AP on the floor above or below and that's why there connectivity was poor.
