15M should have most of the 12.4T features and that would be special for a lot of folks. I am assuming you already looked at feature navigator ( www.cisco.com/go/fn ).
Depending on the device/memory requirement etc etc.If you are asking about old devices like 37xx etc, obviously not, but 28xx/38xx etc with proper memory should be there. Use feature navigator and EoL/EoS notices to search for specific devices of your interest.
