OT:VSS STP issue

Dear Experts,

I am facing a weird problem which I have never encountered. I have two 6500
series switches running in VSS mode. For most part, I have configured MECs
from the core side and regular ether channels from the edge side and all is
good to go. However there are 2 switches (one is required to only connect to
Core-SW (Active) and the other is required to connect to the stndby. I
noticed that on the switch connected to the standby (the standby) didn't
send any BPDUs and the edge switch kept thinking it was the root Bridge and
so did the switch. Is this normal behavior? Can anyone suggest workarounds
or correct me if I am wrong.
