More than likely there is a problem with your IOS image - missing?
As far as I remember with legacy devices like some 3600 and 2600 boxes you
have to use xmodem to upload a fresh IOS image to your device. This process
takes AGES to get completed and can be accomplished through your normal
console cable. You don't need any extra hardware or software but bitrate as
you see below has to be properly configured (i.e. maximized).
