doubt on logging commands

Hello ,

i came across a question where in if a user is logged in via telnet his
logging level should be informational .

i pondered and found out two options

one at global config mode

(config)#logging monitor informational

one at line vty mode

line vty 0 4
 logging sync level 6

now which one is correct although solution says that the first option is
correct what does option 2 does ?
