Tharindu,

Yes visa on arrival is possible at Dubai airport if you are travelling by
Emirates airlines as transit passenger.
Emirates airlines have Marhaba Service that can arrange 96 hour (4 day
stopover) visa on arrival at Dubai airport if you plan your itinerary to
transit Dubai.

Please check this.

vers_on_arrival.aspx

1. This visa is stamped on the passengers passport at the Dubai airport and
it is a single entry permit visa.
2. Passengers travelling by Emirates Airlines can arrange this visa by the
airlines itself.
3. Passengers flying by other airlines will have to contact the Marhaba
Services staff at the Dubai airport and they will be guided to the Marhaba
Visa counter.
4. Marhaba Services can also be contacted at the following in advance
        Tel: +9714 216 1713 (visa section)
Tel: +9714 216 2657 (Main Office in the Airport).
        E-mail: marhaba_at_emirates.com
