For Dubai, it is on arrival, but you need to process if in advance, as it is
with all Gulf states. Sponsorship is required in order to obtain visa, which
could be obtained from the hotel where you hold a prepaid reservation. All
documents must arrive on passport control ahead of the arrival of the
person, otherwise the entry will be denied. The stay in UAE is 14 days. For
longer stay person will need to apply at the embassy or diplomatic mission.
Overstaying your visa is $28/day fine and other consequences.

I am sorry, I don't know about Sri Lanka, you should call the embassy. But
typically for Dubai, it's on the arrival.
