Jeff,

This configuration if you don't have any "dodgy" stuff like process
switching operations or buggy functions should not hit 90%. Go over your
config and list of your processes and if no suspicious thing is seen open a
case with TAC. Bear in mind, high CPU utilization is "one" of the major
symptoms of potential bugs. There are some nice articles on cisco.com on
this.

In regards to the upgrade plan, since at this stage we have no idea about
the nature of the traffic and possible unforeseen issues, I'd consider a
maintenance window and a neat proof of concept pod (if you don't have to
don't include all your sites if you have hub/spoke); make sure you have a
well defined roll back plan and if we're talking about a mission critical
network you might wish to get TAC involved.

Anyway, I'd use all the services that I pay for :) just to make 100% the
best service is delivered to my customers.
