Anthony,

Probably a proctor can clarify this better for you but the exam has some
standards both in the questioning and grading process.

The word "always" refers to one of the Standards. The standards are out
there to maintain the fairness and consistency of various tasks including
grading.

:- The IE lab is not that difficult :)
