OSPF Cost

Requirement : SW1 should alwayz prefer R1 to reach SW3 unless R1 is
down.

Setup
GRE Tunnel between SW1 and R1 && Tunnel beween SW1 and R2
OSPF runs on these tunnel

On playing with OSPF cost value Sw1 send all traffic on R1 but return
traffic to SW1 is received via R2

Any suggestion
