Personally I don't feel these fit into the same category.
I often use this same technique myself on NBMA OSPF over Frame just to
reduce the amount of time I need to wait for adjacencies.
But be cautious with your debugs after changing timers as a debug ip packet
is much different when your hello timers are 30 versus 1. You need to be
more specific in the debugs when you start increasing the amount of traffic
you are sending thru the network.
As long as it is not restricted in the lab then this, in my opinion, falls
under the "extra configuration doesn't hurt you" category.

Its the same with the alias command that we all use. One one lab attempt, a
proctor said at the beginning to make sure you remove aliases and set the
vty and console back to the way it was when the lab began.
