I would say that assessing the needs of the organization is what you need to do first. Are you being asked to do this to fill a technical gap in the engineers skill set, if so, then isolate the gaps and create the material based on that. If the requirement is to harvest as many CCNAs as possible, then follow the blueprint and work to create an active learning environment for all involved.
