I think it is a way they are hoping to stop the declining numbers. To me it
makes a lot of sense for internal employees that are no longer interested in
taking the tests because of moving on in roles like upper management but
still want to be recognized for their achievements.
Most associations or jobs that require active licenses are going to have a
fee associated with maintaining the rights due to someone having to keep
track of the details.
This is probably a pretty smart move on Cisco's part.
