DHCP server redundancy

Hi

Is there any way to configure redundancy DHCP server on a cisco L3 switch or
a router.
other than splitting scope.
Requirement is that one server should be primary and second server should be
secondary.
if I use two ip helper-address command requrest will be send to both. I want
it to send to only one.
and if it is down it should go to second one.
