The second question is easy...of course they are :-) They took a lot of effort and money to port IOS-XR (originally developed for the CRS-1) to the 12k as customers requested it. After the release the installbase wasn't really migrated very fast as normal IOS is a lot lighter and actually runs pretty good and still has more features than XR on the 12k.
The migration is inevitable eventually, more features will be released on the XR platform and soon IOS will no longer get those new features.

The first question is more difficult to answer as it all depends on your current network and required features, HA and scaling. If you need scaling of course XR is a better OS. it's fantastic, but you will see that it will take a lot from your 12k! It's very resource intensive, but to be more future proof and support the newer platforms (12k goes away completely and ASR9000 is pushed forward)

I don't really see a reason to use SDR in a 12k, since the chassis is just too small in most cases and the extra PRP is very expensive for the little gain you have of creating the extra routers in a single chassis, but of course if your design is ready for it and you really need to separate the routers from each other. As with everything...it depends :-)
