I must read into your question a bit...it sounds like you have been presented with a BGP Best-Path Selection task to influence outbound traffic flows. As you have noted, both Weight and Local Preference are options for this manipulation. You will need to read very carefully to see if the task requires one solution over another. If, after reading carefully, you determine that the Cisco proctors are not grading for a particular method, feel free to use either. And remember, in rare cases like this in the lab where you can choose between options, always pick what you are most confident and fastest in configuring.
