Yes this is normal. You cannot change AD for specific external routes.

even distance <distance> <source> <wildcard> applied, the value distance value specified is not applied to EIGRP external routes. however, it is applied to Internal EIGRP routes.
Is this the correct behavior?
the command reference for 12.4T does not specify this behavior!
