147.17 is one of many "legacy" subnets assigned to some large companies in
the beginning of the universe. To my knowledge they are not routed on the
Internet so you can use them internally "at your own risk".
I work for a large corporation who has a legacy /16 but we were told by Arin
that we may have to give it back in the future. So whoever uses our IPs
internally BEWERE.
Here is the list of IPV4 allocations, including legacy.

is that without NAT your SP (Cox?) refuses to route your traffic.
