I will say it is a pain but sometimes necessary. When I was with a company once we started running out of 10.x.x.x and the other 172.16.x.x and 192.168.x.x was already exhausted internally. So we needed to start using something else. We chose to use some public space that is never advertised on the internet. IE finding a lot of government agencies that use public addresses that never touch the internet.

Check ARIN to see who owns 147.17.x.x then go to a global route-server and see if you see any addresses that are advertised with the address.

Unless it is absolutely necessary stick with private address space.
