IPv6 static route

Hi

I have two routers each with a tunnel interface:-

interface Tunnel1
 no ip address
 ipv6 address 2001:CC1E:4545::4/64
 tunnel source Loopback0
 tunnel destination 150.1.5.5
 tunnel mode ipv6ip
Why can I not put a static route on this router pointing to
2001:CC1E:4545::5/64 - the tunnel interface on the adjacent router?

The static installed is always to 2001:CC1E:4545::/64
