This is from the partner portal and at the very least shows the requirements. In most cases, it comes down to size and required seasoned team, 12 unique individuals are required for Gold.

Gold: All four of the following specializations: Advanced Routing and Switching, Advanced Security, Advanced Unified Communications, and Advanced Wireless LAN

Gold Certification requires 12 unique individuals

4 CCIE's are required and a sales quota must be met. I'm not so sure about the 60% off, as an OIP isn't even that high and they are typically more than the standard off. The partner also has the choice of being a DVAR and they do receive special treatment from Cisco.

As Frog said, it does really come down to money though.
