Sounds like the 2 execs are fighting, i.e., the other router console
is offering "login:" to the 2511 line, which in turn is asking for
password, ...
You may want to disable exec on the lines, clear the line and see if
it works (the star on the line 9 shows something is going on already,
that's why you can not telnet to it).
