need help with AS2511 reverse telnet config

Hey guys,
              I bought a 2511 as router to manage my home lab, its the first
time Im putting together this thing, went through some cisco docs about how it
works and how to configure it and it looked pretty straight forward, however I
cant get it to work! Im getting a "% Connection refused by remote host"
message all the time when trying to access the routers through reverse
telnet.

here is what I got configured on the 2511, (relevant portion of the config
only):

ip host 2516-1 2009 172.16.1.1
!
interface Loopback0
 ip address 172.16.1.1 255.255.255.0
!
line con 0
line 1 16
transport input all
line aux 0
line vty 0 4
 login
!
end

now when I try a reverse telnet from the 2511 itself to the console port 9 its
not working:

Router#telnet 2516-1
Trying 2516-1 (172.16.1.1, 2009)...
% Connection refused by remote host

verifying the router is actually connected to port 9, and it look like it
does:

tried different routers and different console ports and I get the same
results, Im pretty puzzled at this point.

any ideas on what Im doing wrong? Any help would be highly appreciated
