OER/PfR Apply Policy Phase - relative loss question

Hi All,

I have a question regarding relative loss in the context of OER/PfR.
Specifically how the performance policy calculate relative loss.

Cisco state that "The *relative* keyword is used to configure a relative
delay percentage. The relative delay percentage is based on a comparison
of short-term and long-term measurements."
Therefore if I was to ensure that any acceptable exit point should have
a relative loss of no higher than 3% then I could enter the following
configuration:
oer master
 loss relative 3
end

However, OER question 3.17 from INE Lab Workbook Volume 1 for CCIEv4.0
has the answer as "loss relative 25".
Am I missing something, or it is a typo?
