discovery for targeted LDP

Experts,
is there any exchange of UDP packets in case of a targeted LDP session?
Theoretically the transport TCP session should be enough because the
endpoint are configured and not discovered but still looks like hello
are exchanged:

xconnect 1.2.229.5 xxxxxx encapsulation mpls

show mpls ldp neighbor 1.2.229.5 detail
