I not agree. Is not a fair game. Non-360 students have to pass three section
on the same attempt to get the number.

In my opinion, Cisco have to change the "pass policy" for all students: "if
you passed OEQ but failed one other (or both) section, in subsequent attempt
you can skip OEQ".
In brief: NOT synchronize OEQ with TS+CFG, that is what 360 students got.
