Stub is basically a site where you do not have external reachability
and you would like to limit your routing table as you do not need to
participate in the global routing decision schema.
also another idea for stub is "Traffic Eng" as it the stub area is not
a transit area you basicly can tell the traffic where not to go and by
doing so you actually tell the traffic what way to go (if you followed
me :-) )
