The formula that Luan gave is applicable ... even 10ms can have a
significant impact on max theoretical throughput for TCP.

You are right Keegan, you can optimize your network by making sure / setting
the correct values on your servers / hosts. On some servers, you can simply
increase your max throughput by increasing your window size.

Other simple and not so simple ways include compression, caching, and TCP
spoofing for higher latency links. Me likey TCP spoofing ... ;-)
