If both site 1 and site 2 are both in the same area then the backup path
will always be preferred. You cannot manipulate this. It is a rule of RFC
2328. Remember the order of route preference in OSPF.

intra area routes
inter area routes
external routes type 1
external routes type 2

Now if you separated the networks in OSPF into multiple processes then you
could manipulate route preference based on cost.

You could make each network a member of Area 212 in separate processes and
redistribute between the processes. It is OK if one of the processes only
has a single area as long as there is not another area. If it is stub
though you must change it to NSSA in order to redistribute external routes.

But I am kind of shooting in the dark here as your request is very vague.
