What L2 Application? L2TPv3 is most likely the best option for any speed, but you'll have overhead to deal with. EoMPLS is another option, but to get it over IP, you'll need EoMPLSoGRE. Both L2TPv3 and EoMPLSoGRE will depend on platforms of choice.
