For the second point, I would just do this when you go over the lab. Usually these are easy points and without doing these tasks you will not pass the lab. So once you need a break after looking at a routing problem for 15 minutes, I would do the management and QoS sections, that way you can't break any routing stuff and you earn your easy points.
So definitely do them, as it shouldn't cost you too much time and you can't pass when you skip the management, security and/or QoS sections.
