The problem with that reasoning is that 12.4 is already dead
and frozen. If you want to migrate from it in - let's say -
6 months, you will have essentialy none but 15.0 to choose
from. And going from 12.4 mainline to 15.0 mainline is quite
a leap.

12.4T between 12.4(6)T and 12.4(15)T was undergoing major
rewrite of components like CEF, security, etc. If you
want 12.4T you're propably targeting 12.4(15)T10 or 12.4(24)T2.
Note the 12.4(15)T is already being phased out[1], and the
12.4(24)T also[2], but the 12.4(15)T will be supported longer.

It's directly off 12.4(24)T, and while the number of new features
is high, it's really quite stable - but there's only one rebuild of
it for the moment, so many people will scratch 15 off just because
of that.

I'd stick with 15.0(1)M1, do a baseline tests, and if something goes
wrong go back to 12.4(15)Tx (latest rebuild).
